Summary: The Bourne adventures continue.
This movie doesn't have a solid beginning or end; it's more like a continuation, a collection of fight and chase scenes, all towards a plotline that doesn't make a lot of sense. Was it immoral for the CIA to make this program? Would a rogue manager really be tolerated? Would the CIA director really be corrupt? One really has to ignore these details and focus on the action. But unfortunately the action is all too frequently interrupted by these details. Julia Stiles' character returns, just in time to ruin her career, for apparently little reason... all she had to do was look the other way, it wouldn't have mattered much to the plot. So although the fight scenes and chase scenes are excellent, and the shooting is all on location across Europe, I still have to say this movie falls short of excellence.
