Nick Nolte plays a tough cop, Chazz Palminteri plays his partner, and two others round the "hat squad" of tough cops that keep the mafia out of L.A. Their investigations into the death of a woman lead into trouble when it turns out that not only is she the former mistress of the lead, but she was also doing a general at a nearby nuclear testing facility. This movie is based in the late 1940's, and they do a good job of maintaining that feel. However, what was supposed to be a tough cop movie turns into a mystery and then a sad story about fidelity and in the end this movie just wanders all over the map, genre-wise. The end effect is disappointing. Palminteri gives a great performance though.
